A motorbike passenger appears to have a machete in his hand as two others on a bike hits hard several times with the weapon.
This is the shocking scene as violence takes place in broad daylight on a residential Cardiff Street.
The incident, on Gabalfa Avenue, in Gabalfa, Cardiff, was filmed by a passer-by. It is understood to have taken place last Thursday (August 27).
The footage shows a male, who appears to have been injured and is limping, being helped to a car that draws up outside a property. Two others, on a motorbike speed towards the car, with the pillion passenger wielding and waving a large weapon, which appears to be a machete. The injured man and his helper get into the car. As it pulls away the motorcyclist draws up alongside the car, with the car being hit several times.
The car then leaves and the bike appears to rev and speed up after it.
Police have used an aeroplane in recent months to crackdown on ebikes in the area.
Cllr Jen Burke, Llandaff North ward councillor, said: “I am aware of the extremely concerning incident on Gabalfa Avenue last Thursday and understand that South Wales Police are investigating.
“Given that investigation is ongoing, it would not be appropriate for me to speculate about the circumstances or those involved.“However, residents in Llandaff North have been raising concerns for some time about the dangerous and intimidating use of illegal e-bikes and other high-powered electric vehicles in our community, including on residential streets, in Hailey Park and along the Taff Trail.“I have repeatedly raised these concerns with South Wales Police and through our local PACT meetings. Police have undertaken targeted operations in the area and seized illegal bikes, but incidents involving these vehicles continue to cause understandable concern amongst residents.“I will be seeking an update from police about the wider issue and the action being taken locally. In the meantime, I would strongly encourage anyone who witnessed Thursday’s incident, or who has information that may assist the investigation, to report it directly to South Wales Police rather than speculate about what happened on social media.”
Police have carried out operations targeting illegal e-bikes, off-road bikes, and anti-social behavior across Cardiff. South Wales Police and Cardiff Council have used fixed-wing aircraft and helicopter support from the National Police Air Service to track high-powered, illegal electric bikes and offenders on the ground on the Taff Trail as well as in, Gabalfa, and Ely.
Concerns have been raised about e-bikes in parts of Cardiff, and the anti-social behaviour of riders on the Taff Trail. Balaclava-wearing e-bikers carried out series of robberies and attacks in Cardiff.
Resident have described fears about dangerous bike riding and anti-social behaviour and earlier this year a short term police dispersal order was introduced in the Gabalfa area.
The two-day order gave officers additional powers to direct people to leave a designated area and not return for a set period where anti-social behaviour is suspected.
It covered the area including Gabalfa Avenue, Aberporth Road, Waterston Road and Cathedral View.
