Cody Raisis, 20, Colcot Road, Barry was caught on Ramsey Road on January 6, Cardiff Magistrates’ Court was told.
The defendant was over the legal limit for cannabis derivative delta-9-tetrahydrocannabinol.
Magistrates imposed a 12-month driving ban and fined him £120, reduced from £180 due to his early guilty plea.
He was ordered to pay £85 and a £48 surcharge.
