David Jones, 69, unlawfully collected rent at two properties on Church Road and one on Dylan Crescent last July.
The defendant, of Albert Street, Barry pleaded guilty.
At Cardiff Magistrates’ Court, he was ordered to pay £689 in fines, costs and a surcharge.
