Dominic Bily, from Llanrumney in Cardiff, has been charged with possession of a firearm with intent to cause fear of violence.
He appeared at Cardiff Magistrates’ Court earlier today and has been remanded in custody.
A heavy police presence was reported in the area following the incident, which occurred near Porthkerry Park on the night of Monday, April 13.
A police cordon remained in place on Tuesday.
A 17-year-old boy was also arrested in connection with the incident.
No victims have yet been identified.
Officers have been advising residents and motorists to avoid the area, with access restricted between Porth-Y-Castell and Porthkerry Park.
Enquiries remain ongoing.
