We discussed the Commissioner’s latest report – Space for Everyone? Older people’s perspectives on access to car parking in Wales. The report is based on experiences shared by older people, as well as data provided to the Commissioner by all local authorities, which provides a snapshot of the payment options and systems available in the car parks they run. The report reveals that while most local authority car parks in Wales still offer a range of payment options, including cash in many cases, the perception amongst many older people that this is no longer the case is impacting on their independence, well-being and ability to take part in community life.

Poverty
The report – Older people and poverty in Wales – was published recently. It uses older people’s own words, captured through research and engagement, to highlight the realities of poverty in later life, while also drawing on the latest available data and statistics to illustrate why action is needed across a number of areas to prevent the significant harm created by this long-standing issue. The report shows that 1 in 6 older people in Wales is now living in poverty, with certain groups affected much more severely. For example, 1 in 4 women living alone is experiencing poverty, while it is estimated that nearly half of Black, Asian and Minority Ethnic households in Wales are affected.
Dementia

Social Care
The Commissioner has launched a survey of older peoples views on delivery of social care and their experiences which will inform her future representations on this important issue. You are encouraged to complete this survey asap.

Spotlight on Ageism
The Commissioner is launching a new series of blogs to highlight the adverse impacts of ageism in society and the actions to address it. Details will be circulated soon. The Commissioner has also been working with Cardiff University to produce a module on ageism that can help improve understanding amongst professionals and other people working with older people.
COPA items
Tracking Survey – we explained the rationale and process for the pilot tracking survey that COPA is taking forward from January. It had been launched with Forum Representatives on 16 December. A 2 monthly simple questionnaire would be used to gather opinions of older people that is to be analysed and the outcome used to make representations. An email would issue in early January with all the details.
Forthcoming Elections – we discussed the joint Manifesto of the National Organisations that would be launched in January and its importance in getting issues relevant to older people on the agenda of political parties. Good alignment with the Commissioner’s policies was noted. We also discussed the agreement in principle that a National Conference should be held in the autumn when the new Welsh Government is in place. Further discussions on the funding and organisational capacity for the Conference would be needed. The Commissioner would be pleased to be involved again.
Pedestrian Crossings – we discussed research from Bath University and others about the findings that road crossings need to slow down to allow people with mobility issues and older pedestrians enough time to use them safely. A copy of the research article is attached which concludes that an extra 2 seconds are needed. The Commissioner will circulate it to the Age Friendly Leads/Community of Practice to see what changes might be able to be considered.

It was lovely to see many of you at our online meeting on 4 December, where we focused on ageism in social care policy and practice. Our thanks to all our speakers and participants, for sharing in a very stimulating and productive discussion.
We’re pleased to attach a summary of the meeting, which includes a list of the resources and links shared in the chat. As set out in the summary, we plan to bring out a paper on ageism in social care, early in 2026, and we will be in touch about this, and our next meetings, in January.

BSG Special Interest Group on Ageism
The Older People’s Commissioner for Wales’ work programme for 2025-26 includes (on page 6) a commitment to capture evidence about older people’s experiences of social care to ensure their needs are understood and to inform future service developments and planning in both the short and longer-term. A survey of older people’s experience of social care is now live on the OPCW website at: https://olderpeople.wales/socialcare/ . I should be grateful if you would distribute this information widely through your existing channels and networks.
The Commissioner has appointed York Consulting in partnership with Professor Paul Willis, Director of CARE, based at Cardiff University, to undertake an analysis of survey responses and produce a report based on survey findings.
The specific focus of this project is to examine older people’s experiences of social care in relation to the eight quality standards set out in the Social Services and Well-being (Wales) Act 2014 Code of Practice, in relation to the performance and improvement of social services in Wales: People, Prevention, Partnerships and Integration, and Well-Being.
The survey is due to close on 30 January 2026. The Commissioner expects to receive the findings of the analysis by the end of March 2026. The Commissioner will then consider next steps, including publication of a report.

A reminder that we are currently running our second Let’s Talk About Life in the Vale survey exercise, which follows on from the survey we ran in 2023 where 4,000 of you shared your experiences of life in the Vale. Your views helped to shape our latest Corporate Plan, Vale 2030, in addition to influencing other council decisions and policies.
We really appreciate your feedback and are asking kindly if anyone completed the 2023 survey and has not yet completed the 2025 let’s talk survey to please take ten minutes to share your views with us.
Everyone who participates will also have the chance to win one of ten £50 Love2Shop vouchers, which can be spent in a wide variety of high street shops and restaurants.

The Council’s Place Scrutiny Committee have a task and finish group who are reviewing accessibility to beaches in the Vale of Glamorgan. They are particularly interested in hearing the experiences of people who have a disability, an impairment, condition or access need.
The aim of this review is to improve access for residents and visitors to our coastline. If you have an experience you would like to share, a suggested improvement or would be willing to attend a meeting with the task and finish group to share your views, please complete this short form.
