In an effort to dispel any worries that locals may feel about the development, applicant Cheerful Elegant Healthcare has provided the Barry and District News with solutions that are already in place for similar issues across their network of care.
A spokesperson for the business thanked all who have taken the time to share their views on the proposed care home, saying that they “have listened carefully to the concerns raised during the public consultation and in recent local reporting” and “welcome the opportunity to respond openly, respectfully and constructively”.
They said: “We understand that when something changes on your street especially something as significant as a care home it can raise genuine questions and concerns. Our aim is not to dismiss those concerns, but to work with the community so that the final development is something that residents, planners and future service users can feel comfortable with.
“Our proposal is to create a high-quality 16-bed residential care home for older adults, designed specifically to support individuals living with frailty, mobility limitations, early-stage dementia ( NOT EMI / ADVANCED DEMENTIA), acquired brain injury and mild learning disabilities. Barry, like many communities across Wales, faces a growing demand for safe, local residential care provision, and this development aims to help address that need while allowing older residents to remain within their own community and close to family.”

Cheerful Elegant Healthcare have said that Barry and the Vale of Glamorgan are experiencing a “growing shortage of residential care places”, leading to family members being displaced to different communities. They believe that this provision of a “small, well-managed care home” in the town will allow locals to stay close to family, friends and familiar surroundings.
The company says that those concerned with the care home leading to “overdevelopment” in the area should be reassured that “this is not a fixed “take it or leave it” proposal” and that they intend to work with residents to ensure that the development “feels more in keeping with the neighbourhood” and are open to “reasonable refinements”.
They believe that whilst Colcot Road can become “busy at certain times”, “it is important to note that residential care homes typically generate significantly lower levels of traffic compared with many other forms of development” and that other care homes are able to operate with minimal disruption on other busy roads in the town.
In regard to waste management, they say: “Care homes operate under regulated waste management procedures, with scheduled collections similar to other residential properties. Waste is collected on planned schedules, and any clinical waste is managed by licensed specialist contractors.”
Cheerful Elegant Care say that the concerns for resident safety are “understandable” but that modern care homes are specifically designed to “provide safe, secure, and well-supervised environments for residents.”
The proposed home will include “controlled entry systems, continuous staff presence, and internal layouts designed to reduce confusion and support residents’ wellbeing,” along with a sensory garden to provide a safe and enclosed outdoor space for residents.
They say that it is important to clarify that the proposed home “is not intended to accommodate residents with advanced dementia or severe behavioural needs (EMI),” and the focus will be on providing residential care for older adults who require assistance with daily living.
Residents concerned with overlooking and a lack of privacy from the development can rest assured that CE Care are willing to explore options to reduce any potential impact on neighbouring properties.
CE Care have highlighted that they appreciate the feedback from residents and believe that “positive and transparent dialogue” will help ensure the development will respect the character of the surrounding neighbourhood.
