The scheme, earmarked for land near Llandough Hospital in the Vale of Glamorgan, forms part of the Council’s Deposit Replacement Local Development Plan (2021–2036) under consultation until 11th March 2026.
Matthew Clements, a campaigner, said: “Myself and over 50 other residents are currently in the process of using what knowledge and resource we have available to us to put together leaflets, banners and make as much noise as possible to put it on peoples radars so they can oppose, if they wish, before the 11th March deadline.
“Whilst the residents of Dinas Powys don’t oppose new houses being built, we are campaigning against this current development due the lack of consideration and investment in the current infrastructure to accommodate these.”

Concerns raised by residents include increased congestion along Cardiff Road, flood risk, limited school places, overstretched GP services, and the loss of green space.
Mr Clements said: “Anybody who is fairly local to Dinas Powys, Penarth and Barry will be familiar with how much traffic Cardiff Road has to deal with during rush hour already, yet these additional 250 houses could introduce an additional 500 cars.”
He continued: “In 2020, over 100 houses were affected by flooding following the previous housing developments.
“You can already see how much water the acres of fields they’re planning to build take on during heavy periods of rainfall and all this will have to go somewhere when they tarmac over it.
“They haven’t made any improvements since the 2020 floods and there is no doubt that this will happen again should this go ahead.”

The land north of Dinas Powys has been identified in the council’s RLDP, with an estimated 40 per cent of the homes designated as affordable housing.
A Vale of Glamorgan Council spokesman said: “With a need for more than 500 affordable homes locally in Dinas Powys over the next 15 years, this site will make an important contribution to meeting the needs of the community.
“The proposed development is in a sustainable location with strong public transport links and good access to local services, and will also deliver investment in highways improvements, additional school places and community facilities alongside enhancements to open spaces and biodiversity projects.
“The site will also be required to incorporate sustainable drainage systems to manage surface water runoff and reduce the risk of flooding in the area.”
Persimmon previously explored the potential for a larger development (approximately 600 homes) in the wider area, which could have supported additional infrastructure such as a GP surgery or primary school. However, the Council advised that, through the formal planning process, a smaller, higher-density residential allocation would be more appropriate.
A Persimmon spokesman said: “In response to the Vale of Glamorgan Council’s call for new sites, and recognising the national and local housing pressures facing the Vale, Persimmon is putting forward this site as a potential opportunity to deliver much-needed, high-quality homes for local people in Dinas Powys.
“We also understand local concerns about flooding, given the area’s history.
“Any future development would incorporate modern sustainable drainage systems.”
Residents have until 11th March 2026 to submit their comments on the Deposit RLDP.
