Dominic Luke Bailey, from Cardiff, was killed in the collision that happened on the A48 at The Tumble.
The incident, involving a grey MG and a black Land Rover Defender, occurred at approximately 8pm on Saturday, June 6.
Dominic’s family said: “Dominic was finishing his A level exams at the Bishop of Llandaff High School where he had been a pupil for the past 7 years.
“He had been offered a place at University of Malaysia but decided to follow his dreams of seeing the world and go travelling instead.
“There was no one quite like Dominic.
“He could put a smile on anyone’s face.
“He was such a clever young man who had his whole life ahead of him.
“Dominic’s family are devastated and say life will never be the same again without him.”
Emergency services attended the scene, but Dominic was pronounced dead despite their efforts.
The driver and passenger of the Land Rover were taken to hospital, where they remain.
The Serious Collision Investigation Unit are appealing for any witnesses who saw the collision or witnessed the manner of driving of both cars prior to the collision to come forward.
They are urging anyone travelling through the area at the time to check their dashcams and private CCTV for relevant footage.
