Biodiversity condition approved
The council has approved the discharge of a biodiversity condition for a first-floor balcony at 27 John Batchelor Way, Penarth.
The condition, part of planning approval 2025/00928/FUL, required submission of a Biodiversity Enhancement Strategy before the balcony could be used.
The approved strategy, submitted on February 25, included details on bird and bat box provision, landscaping features, and other ecological improvements.
The council was satisfied that the measures met its requirements.
Rear dormer and ridge height increase
Plans for a rear box dormer and a 300mm increase in the main roof ridge height at 10 St Anne’s Avenue, Penarth, have been approved.
The proposal also includes changes to the building’s windows and related works.
As part of the approval, the applicant must fully implement the agreed biodiversity enhancement measures before the development is first occupied or used.
These measures must be retained while the development remains in place, and work must begin within five years.
Coach house conversion refused
An application to confirm the lawful use of a former coach house as an independent dwelling has been refused.
The building, located to the rear of 47 Arcot Street, Penarth, does not qualify for permitted development rights due to the way its ownership has been separated from the main property.
The council stated that the building cannot be converted to a C3 dwellinghouse without full planning permission, as permitted development rights do not apply in this case.
