A new controlled parking zone is proposed to introduce a range of measures across several streets.
These include permit-only parking bays, shared ‘pay and stay’ spaces, restrictions on loading and waiting, and changes to limited waiting parking bays.
Proposals are available to view on the council’s website and objections and other representations must be submitted on or before 15 April 2026.
Under the scheme, parking permits will be required on a number of streets between 8am and 10pm.
This will include Arran Street, Bedford Street’s southern section, Byron Street, Clive Place, Cotrell Road, Crofts Street, Cyfarthfa Street, Glenroy Street, Keppoch Street, Kincraig Street, Lily Street, Northcote Street, Pearson Street, Plasnewydd Road, Richmond Crescent, Rose Street, Russel Street, Strathairn Street, St Peters Street, Talworth Street, Tavistock Street, Treharris Street, and Upper Kincraig Street.
In addition, further restrictions will be imposed on waiting at any time within the controlled zone.
Streets affected include Cyfarthfa Street, Treharris Street, Arran Street, Kincraig Street, Keppoch Street, Glenroy Street, Straithnairn Street, Russell Street, Bedford Street, the unnamed lane to the rear of 157 to 213 City Road, Fitzroy Street, Princes Court, Clive Place, Cottrell Road, Crofts Street, Lily Place, Northcote Street, and Plasnewydd Road.
Additional restrictions will apply on Richmond Street, Lily Street, Arran Street, Bedford Street, Clive Place, unnamed lanes, Crofts Street, Gordon Lane, Gordon Road, Kincraig Street, Northcote Street, Milton Street, Richmond Crescent, Richmond Road, Penlline Street, Talworth Street, Tavistock Street, the unnamed lane running from Penlline Street to Bedford Street, Cottrell Road, Plasnewydd Square, and Treharris Street.
A number of streets will be prohibited from waiting at any time, with no loading allowed between 8am and 10pm.
These are Bedford Street, Penlline Street, Plasnewydd Road, and Tavistock Street.
The proposals will also bring changes to existing parking arrangements on City Road, Byron Street, Milton Street, and Shakespeare Street.
This will include converting existing limited waiting parking places on Byron Street, Milton Street, and Shakespeare Street to shared use pay and stay spaces between 8am and 10pm, allowing a maximum stay of three hours and no return within two hours to the zone for non-permit holders.
Other proposals include the introduction of electric vehicle charging bays on St Peters Street and a car club parking place on Keppoch Street.
Disabled persons parking places will be established on Penlline Street, Shakespeare Street, and St Peters Street.
The council will revoke disabled persons parking places on Pearson Street, Talworth Street, Bedford Street, and Gordon Road.
