Penarth planning decisions: Proposed conversion refused

Conditions

The council has approved the discharge of a condition related to downpipes and hoppers at St Annes, 20 Victoria Road, Penarth, as part of ongoing roof and turret restoration works. Improvements include new powder-coated aluminium gutters, downpipes, and additional insulation.

Separately, a variation of condition has been approved at Ysgol Y Deri, Sully Road, relating to the relocated siting of a temporary modular building.

Tree works

The council has granted permission to remove four birch trees at 48 Plymouth Road, Penarth, due to their proximity to the house and a neighbouring property. Plans also include reducing the sides of a yew tree by 2-3m to bring back into shape and clear the garden.

The site lies within the Penarth Conservation Area, but the authority confirmed there were no objections and that a Tree Preservation Order would not be issued.

Window replacements

Approval has been given for the installation of new UPVC sash windows at 15 Plymouth Road, Penarth.

The replacements are intended to address draught issues and improve energy efficiency.

The existing single-glazed timber sashes in the ground-floor front bay and side window will be replaced with UPVC units in a matching style.

Work must begin within five years of the approval date and be carried out in line with the approved plans. Biodiversity enhancement measures must also be carried out.

Coach house change of use

Permission has been refused to convert a coach house at 47 Arcot Street, Penarth, from a house in multiple occupation (HMO) use to a separate single-bedroom home.

The application was rejected due to concerns over a window overlooking and impacting privacy for neighbours, the standard of the rear access lane, and overall impact on amenity.

A previous similar application for the property was also refused.
