Plans for huge 16-bed care home in Barry withdrawn

The proposal, lodged earlier this year, detailed the transformation of an existing bungalow into a care home that would be equipped to care for 16 residents with changes to the site including a double-storey extension, 16 ensuite bedrooms, landscaping and the creation of a “dementia-friendly sensory garden” and provision of communal lounges, dining area, kitchen, staff facilities and circulation spaces.

Residents who live around the site on Colcot Road spoke up in March, telling the Barry and District News that they believed the plans were based in “overdevelopment” and would result in one of the busy main roads into Barry becoming even busier.

These residents expressed a range of concerns regarding the site, including waste increase, parking space, the safety of patients on a busy main road, the scale of the development and the subsequent lack of privacy for those who live around it.

Applicant Cheerful Elegant Healthcare responded to these worries and reassured locals that there are already solutions in place for similar issues across their network of care.

A spokesperson for the business thanked all who had taken the time to share their views on the proposed care home, saying that they “have listened carefully to the concerns raised during the public consultation and in recent local reporting.”

The company says that those concerned with the care home leading to “overdevelopment” in the area should be reassured that it was “not a fixed “take it or leave it” proposal” and that they intend to work with residents to ensure that the development “feels more in keeping with the neighbourhood” and are open to “reasonable refinements”.

Now, after objections were raised by residents and Dyfan ward councillors Belinda Loveluck-Edwards and Emma Goodjohn, the plans have been withdrawn.

The councillors said: “Whilst there is no doubt that the provision of a Care Home for vulnerable adults, (particularly those suffering with Dementia) is hugely important, as Ward Councillors we sincerely believe that the proposal at 128 Colcot Road is an overdevelopment that will cause too many issues that cannot be resolved.”

They go on to echo the concerns of loss of privacy and residential amenity, overbearing impact and loss of light, traffic and parking issues, noise and disturbance, drainage, and safety and security risks.

The councillors went on to say that this development could “set a precedent for further overdevelopment in the area” and that residents have suggested “other, more suitable locations in Barry” for such plans.
