Digital advertising screen
Vale of Glamorgan Council has approved an application to increase the refresh rate of a digital advertising screen at Penarth Railway Station.
The screen, located on Station Approach, will now display new static images every 10 seconds, up from the previously approved 120-second interval.
The application, submitted by Network Rail, proposed no other changes to the screen’s design, siting, or operation.
One objection was received, raising concerns about visual intrusion and the impact on the character of the area.
The objector also referenced a previous refusal for a similar screen on Windsor Road, where 10-second refresh rates were deemed harmful to amenity.
However, the council concluded that the increased refresh rate would not cause unacceptable harm to the area’s character.
The screen is not located within the Conservation Area, although it is visible from it.
The council also noted that similar refresh rates have been approved elsewhere in Penarth, including within Conservation Areas.
Tree removal
Permission has been granted to remove 43 trees from the rear garden of 29 Plymouth Road, within the Penarth Conservation Area.
The trees, including sycamore maple, European ash, European maple, and mana ash, are described as young, modest in size, and growing in constrained conditions.
The applicant stated the trees offer limited amenity or landscape value and that their removal would prevent damage to the boundary wall, improve the garden’s appearance, and allow for better management of the space.
The council agreed that the trees do not make a significant contribution to the wider street scene and are unsuitable for a Tree Preservation Order.
Their removal is not expected to harm the character or amenity of the Conservation Area.
Balcony replacement
A proposal to replace a rear balcony at 15 Anchor Road with a larger structure has been approved.
The new balcony will measure approximately 4.7 metres in width and 1.75 metres in depth.
It will feature a glass balustrade to the front and 1.8-metre-high obscurely glazed privacy screens to the sides.
The balcony will be supported by white-painted metal columns.
Although the structure will be more prominent than the existing balcony, the council concluded that it would remain proportionate to the host property and would not appear overly dominant.
Similar balconies have been approved on neighbouring properties, and the proposal was found to be in keeping with the established character of the Penarth Marina development.
Roof works
Retrospective permission has been granted for roof works at 3 Dinas Road.
The works include the replacement of brown concrete roof tiles with dark grey composite slate, the installation of integrated solar panels, and the removal of a chimney stack.
The majority of the work had already been completed prior to the application.
The council found that the new materials are in keeping with the varied character of the surrounding street scene, where similar roof finishes and solar panels are present.
The solar panels are integrated into the roof covering, resulting in minimal visual impact.
While the loss of the chimney stack was described as “regrettable,” it was not considered to cause unacceptable harm to the appearance of the property or the wider area.
