The Council’s Cabinet has now approved its draft budget proposals for 2026/27 for consultation.

Dear resident,

Each year, the Council must set a balanced budget. The Council’s Cabinet has now approved its draft budget proposals for 2026/27 for consultation.

This year, the Council will receive just over £240 million from the Welsh Government, this makes up around two thirds of the Council’s overall budget which is forecast to be £354million in 2026/27.

The cost of delivering council services increases every year. To pay for this the draft budget includes:

£2.77 million in savings from service budgets, including increased charges for some services to cover costs
A Council Tax increase of 5.5%

This will address a budget shortfall of £8.6million.

Cymru Older People’s Alliance survey – Your Point of View

During 2026, COPA will be carrying out a long-term tracking survey to find out what is important to older people in Wales. This is a very exciting opportunity for older people to identify their priorities and make their point of view clear to decision-makers.

We need to receive as many responses as possible from across the country and hope that you will encourage your members and contacts to take part.

We will repeat the survey every two months through 2026. We hope to capture any changes in views across the year, as well as finding out where our work should be focused.

Older People’s Commissioner for Wales – Survey of older people’s experiences of social care

The Older People’s Commissioner for Wales’ work programme for 2025-26 includes (on page 6) a commitment to capture evidence about older people’s experiences of social care to ensure their needs are understood and to inform future service developments and planning in both the short and longer-term. A survey of older people’s experience of social care is now live on the OPCW website at: https://olderpeople.wales/socialcare/ . I should be grateful if you would distribute this information widely through your existing channels and networks.

The Commissioner has appointed York Consulting in partnership with Professor Paul Willis, Director of CARE, based at Cardiff University, to undertake an analysis of survey responses and produce a report based on survey findings.

The specific focus of this project is to examine older people’s experiences of social care in relation to the eight quality standards set out in the Social Services and Well-being (Wales) Act 2014 Code of Practice, in relation to the performance and improvement of social services in Wales: People, Prevention, Partnerships and Integration, and Well-Being.

The survey is due to close on 30 January 2026. The Commissioner expects to receive the findings of the analysis by the end of March 2026. The Commissioner will then consider next steps, including publication of a report.

BSG Strategy on Age Discrimination

The British Society for Gerontology (BSG) Special Interest Group (SIG) on Ageism focuses on strengthening the links between research, policy and practice to improve understanding of ageism and its impacts, and to identify and promote effective interventions to combat ageism. The SIG is a forum for the exchange of ideas, learning and opportunities, connecting people with a passion to end ageism.

The Group look at the variety of manifestations of ageism including internalised and self-directed ageism, and intersectional dimensions to ageism. We’re interested in how ageism is embedded and expressed in policy and practice and what interventions are effective to tackle it.

Our strategy outlines a framework for our priorities and plans over the next five years.

Active Travel Network Map (ATNM) consultation – Stage 1

We are updating our Active Travel Network Map (ATNM), and we want to hear from you and your members.

The updated map will include:

existing routes – These are routes that meet Welsh government standards for walking, wheeling and cycling (or all three)
future routes – These are proposed routes that either don’t yet exist or need improvements to meet the required standards

The consultation will run until 5 January 2026 and further details are on our webpage.

Let’s talk about life in the Vale

We are inviting you to take part in our latest Vale-wide survey, Let’s Talk about Life in the Vale. This is the second large-scale residents’ survey we have carried out, following the one held in autumn 2023 in which more than 4,000 people shared their experiences and views.

The findings from that survey directly informed the Council’s new Corporate Plan, Vale 2030.

Through this year’s survey, we want to build on that work and once again hear from as many people as possible about their experiences of living and working in the Vale of Glamorgan.

All responses will be processed and analysed independently by Data Cymru. The findings will then be presented to our Cabinet, Committees, Full Council and our partners to inform our work and priorities in the future.

As part of our commitment to improving housing availability and supporting local communities, the Vale of Glamorgan Council is reviewing its approach to tackling long-term empty properties.

CareCoach Study

Health & care Research Wales (HCRW) have shared with us a study that is asking for all Welsh Health boards to share the flyer/advert with colleague Leads/Specialists within Dementia and Neurodegeneration services.

The study are not looking for additional sites,- therefore no need for set up, etc-as with the ‘FIND ME’ study, but have requested help to support recruitment by sharing comms materials in Wales (the study flyer and newsletter/social media ad, attached above).

The study is looking to test the clinical and cost-effectiveness of an online support package (CareCoach) for family carers of people living with dementia.

The main inclusion criteria are adults currently providing informal/unpaid care or support for a person living with dementia (whose diagnosis is within the last 5 years).

HCRW asked if we could share the attached comms materials with our ABUHB Leads/Specialist colleagues, to share anywhere you think may be relevant (e.g: your wards/clinics/online/anywhere else).

I’ve accessed the QR code to take a look at their information & noted their social media posts & have myself already shared with my own family & friends. Would be another great opportunity for families/carers of our PLWD to get involved with Research & indeed another ‘string to bow’- in your growing ‘research active’ status as a department.
