Armed Forces Liaison Officers – Welsh Government provides funding towards AFLOs who operate across Wales supporting the Armed Forces community and local authorities / partners in delivering the Armed Forces Covenant. AFLOs can assist with local awareness training and signposting. Attached is the contact list for AFLOs (and LA Armed forces champions).

Covenant duty – links are included below for the existing legal duty that applies to LHBs, LAs plus information about the extension.

POP-UP Event – Vale 50+ Strategy Forum

Anne Marie and Malcolm will be at Barry Library on Wednesday 17^th June to hear people’s views about transport in the Vale. This is a new, pop-up style event that provides older people with an opportunity to have their say.

Feedback will be collected and reported back to the Forum, Vale Council and relevant transport providers where appropriate.

If you are able to share the poster this would be appreciated. The details have also gone out on the June e-bulletin.

Warning for online shoppers after spike in criminals gaining unauthorised access to retailer accounts

Dear subscriber,

Report Fraud is urging online shoppers to stay alert for unusual activity on their accounts following a rise in criminals gaining access to buy expensive goods.

Recent reporting highlights Argos as a key trend in this activity. Report Fraud has seen a significant increase in cases mentioning the retailer, reflecting how criminals are targeting well-known brands. Argos is actively working with authorities and its customers to identify suspicious activity and strengthen safeguards.

Criminals are using login details obtained from data breaches to gain unauthorised access to retailer accounts. This is possible due to the practice of reusing the same password across multiple online accounts. Once they have control of the account, criminals will place online orders and then collect the good in-person at a physical store. In some instances, the goods are paid for using payment details not connected to the victim of the compromised account.

These fraudulent orders are frequently fulfilled through ‘click and collect’, allowing offenders to retrieve goods in person.

In May, Report Fraud received 652 reports which mention Argos, a 323 per cent increase compared to April, when 154 reports mentioning the retailer were made. Since the start of 2026, there have been 1,175 reports mentioning the retailer, with May seeing the highest number to date.

Argos has been contacting customers who may have been affected and continues to work closely with partners and shoppers to help protect accounts and prevent further incidents.

Detective Chief Inspector Steven Kettle, Head of Crime Services at Report Fraud, said:

“Report Fraud urges anyone with online retail accounts to remain vigilant and be alert to any unusual or suspicious activity.

“It is essential to take appropriate steps to protect your accounts by following Report Fraud’s guidance. If you believe you have been a victim of fraud, please report it to Report Fraud via reportfraud.police.uk or by calling 0300 123 2040.”

How can you protect yourself?

All shoppers with any retailer should take measures to protect their online account. Here is what you can do:

Reset passwords: if you noticed any unauthorised activity on an online account, you should change your password immediately. You should also do this for any accounts that use the same password. A good way to make sure your passwords are secure and strong is to combine 3 random words to create a unique password. You should opt for a passkey if you can.

Enable 2SV: whenever available, protect your online accounts by enabling 2-step verification (2SV).

Shopping online: if you decide to create an account for the store you’re buying from, don’t allow them to store your bank details for future purchases.

If you have been a victim of fraud, you should tell Report Fraud by reporting it on the website at reportfraud.police.uk or by calling 0300 123 2040. Or if you live in Scotland, call 101.

I’ve heard many complaints from residents about near misses from illegal bikes riding on pavements, causing accidents in some cases. I understand the Police want to tackle these issues, see below, and your help would be most welcome. You now have an opportunity to report incidents in your area. The information needed is set out in the information.

Dear Resident,
We are seeking your support to tackle the increasing illegal and antisocial use of off- road, electric and Sur-ron style bikes in our area.
These bikes are often ridden on pavements, parks, and roads without insurance or license’s, posing a danger to the public and causing a nuisance through noise and reckless behaviour.
We understand the impact on the community and how frustrating this can be. We are actively working to identify offenders and take enforcement action. Your information is vital in helping us respond effectively.

Please report incidents by providing:

• location, date and time
• rider description and clothing
• bike details (colour, markings, registration if visible)
• photos or video (if safe to obtain)
• direction of travel

Do not approach riders or put yourself at risk.

Reports can be made via:
• 101 (non emergency)
• South Wales Police online reporting
• 999 (if there is immediate danger)
Officers are carrying out extra patrols and targeted operations in the area, with positive results. Working together helps us identify offenders, seize illegal vehicles and keep our community safe.

Food festivals and events

The Vale Food Trail begins over the bank holiday weekend with the Cowbridge Food and Drink Festival, featuring an excellent line-up showcasing the very best local produce. Activities include wine tasting, farming demonstrations, pop-up markets and more.

The popular Barry Island Food Festival will also return on 6–7 June, with a wide variety of food and drink stalls, live music and an indie market.

Soft plastics recycling update
Thank you to residents across the Vale who have embraced the new kerbside soft plastics recycling service. In the first week alone, we collected and processed nearly 9.5 tonnes of additional material. We hope many of you are already seeing a reduction in the waste going into your black bags.

Dementia Action Week 18–24 May

During May, Dementia Friendly Vale groups are coming together to mark Dementia Action Week, led by the Alzheimer’s Society. This important awareness week highlights the need to better understand dementia, improve support for those affected, and challenge the stigma that still surrounds the condition.

Anyone aged 16-24, who is happy to travel to Cardiff for work is more than welcome.

They don’t have to be unemployed.

We do request that they book a ticket though, as space is limited and we need to monitor occupancy carefully to manage the event safely.

New Llwybr Cymru Trail – First Section Opens in Porthkerry

The first 80km section of the Llwybr Coedwig Cymru Trail, part of the National Forest for Wales, officially launched in Porthkerry Country Park earlier this month.

This new long‑distance route celebrates Welsh nature, woodland and local heritage. Find out more: Llwybr Coedwig Cymru Trail | GOV.WALES

If you’re out and about across the Vale this Easter you might also notice we have upgraded the public toilet facilities at Porthkerry Country Park and Cosmeston Lakes Country Park recently with further upgrades underway in our four main town centres:

Council Agrees Budget for 2026/27

Thank you to everyone who took part in this year’s budget engagement. After careful consideration, the Council has agreed its budget for the year ahead on 10 March.

Council Tax

Council Tax will increase by £2.07 per week for a Band D property.

This keeps the Vale below the Welsh average.

Council Tax makes up around 32% of our total budget, with the rest mainly funded by the Welsh Government.

This year’s increase will help us:

Meet the rising cost of delivering essential services.

Provide additional funding where residents told us it matters most:

£535,000 extra for rural bus services

£535,000 extra for youth services

Thanks to better support from Welsh Government this year, we can continue strengthening services across the Vale:

Schools & Education

Over £55m invested in new school buildings, with another £29m planned

£10m to improve existing school buildings

Continued investment in Additional Learning Needs

A brand-new multi-million-pound school for St Richard Gwyn High School

Roads, Streets & Public Spaces

£11m for resurfacing roads, repairing pavements and tackling potholes

£1m for upgraded streetlighting

More cleaning and maintenance across town centres

Homes & Communities

£281m for housing improvements and new council homes

£4.6m for specialist accommodation for older people

Continued investment in outdoor spaces, leisure centres and our coastline

Recycling & Waste – Easter Update

Good news — there are no changes to recycling and waste collections over the Easter bank holidays.

A few seasonal reminders:

Recycle cardboard from Easter egg boxes

Scrunch test your foil — if it stays scrunched, it can be recycled

Coming soon – Soft Plastic Recycling! From Monday 13 April, soft plastic recycling collections begin in Barry and the rural Vale. Residents will receive a roll of sacks and information leaflets over the coming weeks.

Our Household Waste Recycling Centres will be soon be opening from 8am – 6pm as we enter the summer season.

BSG Strategy on Age Discrimination

The British Society for Gerontology (BSG) Special Interest Group (SIG) on Ageism focuses on strengthening the links between research, policy and practice to improve understanding of ageism and its impacts, and to identify and promote effective interventions to combat ageism. The SIG is a forum for the exchange of ideas, learning and opportunities, connecting people with a passion to end ageism.

The Group look at the variety of manifestations of ageism including internalised and self-directed ageism, and intersectional dimensions to ageism. We’re interested in how ageism is embedded and expressed in policy and practice and what interventions are effective to tackle it.

Our strategy 2025–2030 (attached)

Our strategy outlines a framework for our priorities and plans over the next five years.
