The incident took place on Langham Way in Leckwith on Saturday, August 1.
Two women were taken to hospital after reports of an assault.
One of the women died at the University Hospital of Wales in Cardiff, while the second woman has since been discharged.
Next of kin has been informed.
Daniel McCarthy, 40, from Leckwith, has been charged with two counts of assault and failing to stop a vehicle when required to do so by police.
He was due to appear at Cardiff Magistrates’ Court today (Wednesday, August 5).
A spokesperson for South Wales Police said: “A 31-year-old woman from Barry had died at the University Hospital of Wales, Cardiff, following an incident in Langham Way, Leckwith, Cardiff, on Saturday, August 1.
“Two women were taken to hospital following reports they had been assaulted in a property and one man was arrested.
“One of the women has since died in hospital and a second woman has been discharged from hospital.
“Next of kin has been informed.
“Daniel McCarthy, 40, from Leckwith, has been charged with two counts of assault and failing to stop a vehicle when required to do so by police.
“He was due to appear at Cardiff Magistrates’ Court today (Wednesday, August 5).
“An investigation is on-going”.
